Tracks the remaining provider-coverage slice under GovOPlaN/govoplan#47.

Acceptance criteria:

• Provide an explicit DSAR provider and documentation explaining that governance templates and tenant availability assignments store no subject identifiers or operator attribution; return no matches and close the active-module coverage gap.

Implemented and verified in commit c22da17.\n\nEvidence:\n- focused module suite: 14 tests passed\n- Ruff checks passed for the changed provider, manifest, and tests\n- manifest registry: 68/68 manifests passed\n- full tools/checks/check-focused.sh workspace gate passed, including 59 WebUI permutations and Playwright conformance\n- pushed to main and remote SHA verified
