Moved to GovOPlaN/govoplan-audit#3.

Evidence-bundle DTOs, redaction, export lifecycle, signatures, offline verification, and compatibility fixtures are platform audit responsibilities. Campaign will contribute bounded evidence references through the generic module evidence contract; it will not own a parallel bundle format or verifier.
