Verified complete for the original bounded requirement. Campaign Report provides separately authorized recipient-level CSV export and controlled email delivery with optional CSV/JSON evidence attachments. Export requires both report-export and recipient-export authority, applies row limits, omits credentials/infrastructure fields for ordinary exporters, and is documented with retention/privacy handling.
