Verified complete together with GovOPlaN/govoplan-docs#12. The shared shell maps Campaign list/workspace sections to stable help contexts, F1 opens contextual help, the Docs module resolves exact Campaign-provided help_contexts, and deployments without Docs fall back to hosted documentation.
