Tracks the Connectors adoption slice under GovOPlaN/govoplan#47.

Acceptance criteria:

  • match tenant-scoped operator attribution using exact account identifiers;
  • expose bounded, minimized configuration and simulation activity without external payload contents;
  • exclude credentials, endpoints, row data, configuration payloads, diagnostics, provenance, hashes, and transport evidence;
  • retain immutable connector and external-operation evidence with explicit reasons;
  • register privacy.dsar.connectors and provide tests plus user/admin documentation.

Implemented and verified in commit de8e74b.\n\nEvidence:\n- focused module suite: 39 tests passed\n- Ruff checks passed for the changed provider, manifest, and tests\n- manifest registry: 68/68 manifests passed\n- full tools/checks/check-focused.sh workspace gate passed, including 59 WebUI permutations and Playwright conformance\n- pushed to main and remote SHA verified
