Responsibility moved to Ops and published in GovOPlaN/govoplan-ops@b84cab1.

Ops now owns the operations-governance dashboard projection and UI: module permissions, role templates, capabilities/policies, documentation/provider counts, migrations, search participation, and uninstall/ACL/ownership controls are summarized from Core's generic registry contract. Core retains only the generic registry and extension primitives; no Ops-specific dashboard code was added there.

Verification: focused Ops governance-inventory test passed; full WebUI and docs+ops module-permutation builds passed. Existing Ops #2/#3 remain the appropriate homes for deeper worker/runtime follow-up.
