Add visible separators to collapsed rail. One reusable accessible editor for system, tenant, user and View layouts; reorder modules/separators, add/remove/relabel, restore inheritance; user > tenant > system; locked modules cannot be hidden. Preserve authorization and optional modules. Include German guidance and browser/contract regression coverage.

Implementation started locally for the 2026-09-07 usability review. Existing uncommitted Campaign repairs are preserved. No live user imports or settings changes for tests; leave open until committed and delivered.

Local implementation and verification — 2026-09-07 usability slice (not yet committed/pushed).

Implemented collapsed-rail horizontal group dividers and one shared drag-and-drop NavigationPreferenceEditor for personal, tenant, system and View presentation layouts. Modules/separators support add/remove, optional labels, pointer ordering, keyboard pickup/move/drop/cancel and alternative move buttons. Untouched and no-op drafts remain clean. System/tenant visibility locks remain effective; user preferences take precedence. Temporarily unavailable module entries are preserved. Composed product destinations retain all authorized owners' locks and correct placement/aliases.

Optional separator documents round-trip through settings/profile APIs and View revisions/publication/DSAR without granting destinations or permissions. Updated English/German module documentation plus Core NAVIGATION_LAYOUT_CONTRACT.md.

Evidence: 8 navigation browser cases within the passing 47-case full conformance suite; Core navigation/settings/profile tests (11); module-capability frontend tests; complete Views backend suite (47 tests plus 17 subtests). Live 127.0.0.1:5173 verification: 8 collapsed dividers and all three settings editors loaded (35 rows each), no API/page errors, no persisted settings writes. Views integration covered by automated publication/effective-state tests. Production build passes unchanged bundle limits; shared layout/primitive/foundation and 72-manifest checks pass.

Delivery state: keep open until reviewed/committed/pushed; this note records local verified work only.

Follow-up requested by user: expanded side rail now shows group headings only, without divider lines; collapsed rail renders horizontal dividers between groups. Shared navigation editor behavior is unchanged. Owning EN/DE Access navigation docs and Core navigation contract updated.

Verification: live instance collapsed→expanded→collapsed check passes, nine navigation/backend tests pass, and all 51 shared browser conformance tests pass. Shared layout/primitive/foundation checks and production build with unchanged bundle budgets pass.

Local work only: not committed or pushed; keeping this issue open. The broader focused runner still stops at the pre-existing institutional governance journey failure (test_institutional_governance_journey.py:223), unrelated to rail changes.

This supersedes the earlier local/unpublished status. The owning fix is on remote main and the verified v0.1.45 tag (commit a6d056a3df81), included in the published 0.1.45 source/package composition.

The shared navigation editor is reused for system, tenant, user and View layouts, including pointer/keyboard reordering, item operations, inherited/locked items and collapsed grouping. test_navigation_preferences.py and actual navigation-layout.spec.ts conformance cover the contracts and all four scopes. Owning EN/DE documentation and the navigation layout contract are included.

The completed, unmodified release tools/checks/check-focused.sh run passed, including 213 browser conformance cases and the relevant backend suites. The audit matched current remote branches/tags and reviewed the original acceptance criteria and subsequent comments. Closing the implemented source/package scope. This is not a runtime deployment claim: Meta #52 and website #9 retain their independent runtime/public-site holds. No tag was moved.
