Tracks the remaining provider-coverage slice under GovOPlaN/govoplan#47.

Acceptance criteria:

  • Match exact recipient identities and account attribution; export bounded membership/contact participation without unrelated recipients or provenance; classify snapshot/history erasure safely; register privacy.dsar.dist_lists with tests and documentation.

Implemented and verified in commit b89d9fb.\n\nEvidence:\n- focused module suite: 17 tests passed\n- Ruff checks passed for the changed provider, manifest, and tests\n- manifest registry: 68/68 manifests passed\n- full tools/checks/check-focused.sh workspace gate passed, including 59 WebUI permutations and Playwright conformance\n- pushed to main and remote SHA verified
