Implemented and published in GovOPlaN/govoplan-docs@e2bf104.

The documentation source registry now projects validated release catalogs and configuration-package catalogs into inspectable documentation sources, including provenance, trust/freshness state, version details, and package descriptions. Provider failures remain diagnostic and do not make the Docs surface unavailable.

Verification: Docs suite 16 passed, including real catalog projection fixtures; full WebUI build passed.
