Goal

Close the Portal portion of GovOPlaN/govoplan#47 with an explicit, reviewed rationale rather than a duplicate data provider.

Acceptance criteria

  • Document that Portal persists no applicant, Postbox, service-definition, launch, or status records.
  • Map each projected surface to its authoritative DSAR provider.
  • State that request/session transport data remains Core/operator infrastructure responsibility.
  • Add manifest-driven user and administrator documentation.
  • Test the ownership declaration and run local plus workspace manifest checks.

Implemented and pushed in 6f671f6. Portal now has an explicit tested no-provider rationale: it persists no subject records and maps Services, Postbox, Forms Runtime, Cases, Workflow Engine, and Core/operator transport ownership. Any future durable personalization/session/analytics state requires a provider before release. Verification: 11 Portal tests, Ruff, manifest registry, and the complete workspace gate passed.
