Define the `postbox` backend manifest, permissions, module metadata, and capability names

Refined acceptance criteria

  • Initialize the currently concept-only repository as a standard backend/WebUI module package with migrations, release metadata, and tests.
  • Declare Core auth/kernel requirements and the minimum normalized Identity, Organizations, and IDM interfaces needed for the function-bound production profile.
  • Keep Access/Audit/Policy/Campaign/Files/Notifications/Mail/Portal/Workflow integrations optional behind capabilities/events.
  • Define postbox.directory, postbox.access, postbox.messages, postbox.delivery, and postbox.evidence interfaces with version ranges.
  • Register permissions for discover/read/send/reply/acknowledge/administer/bind/export and conservative role templates.
  • Parent user story: #16.

The standard backend/WebUI package, manifest, dependency graph, five versioned Postbox capabilities, permissions/role templates, migrations, retirement guards, documentation, and module tests are implemented in the current local working trees. The package is intentionally 0.1.0, matching the new-module convention used by Views. Close after the coordinated module/Core release is pushed.
