Refined acceptance criteria

Administrators can manage drafts/published template revisions, function-type and unit scopes, exact exceptional postboxes, vacancy behavior, classifications, retention references, bindings, and bounded hierarchy rules. The editor previews affected unit/function addresses and incumbency/vacancy, explains inherited/locked policy, validates ambiguous structures and loops, and records before/after audit evidence. Codex State: progress

Tenant administration now supports exact function-bound Postboxes, archive actions, template drafts/revisions, publish/retire, scoped organization/function selection, and lazy materialization. Policy inheritance explanations, affected-address preview, and hierarchy-rule administration remain open.
