Refined acceptance criteria

Administrators can manage drafts/published template revisions, function-type and unit scopes, exact exceptional postboxes, vacancy behavior, classifications, retention references, bindings, and bounded hierarchy rules. The editor previews affected unit/function addresses and incumbency/vacancy, explains inherited/locked policy, validates ambiguous structures and loops, and records before/after audit evidence. Tenant administration now supports exact function-bound Postboxes, archive actions, template drafts/revisions, publish/retire, scoped organization/function selection, and lazy materialization. Policy inheritance explanations, affected-address preview, and hierarchy-rule administration remain open.

Template administration now exposes explicit organization-structure and allowed-relation scopes and a read-only impact preview. The preview batches hierarchy/function/incumbency resolution, reports affected and vacant addresses, and returns bounded diagnostics without eagerly materializing Postboxes.

Remaining acceptance is the broader inherited/locked Policy explanation, complete binding administration and before/after audit evidence; keep this issue open.

Focused verification confirms that the administration slice is present: draft/published immutable template revisions, target scopes and exact exceptions, address preview, vacancy and hierarchy routing settings, bindings, validation, policy provenance/explanations, and audit-visible mutations are exposed through the existing administration surface.

The final authorization duplication was removed in 36530b6: API routes and the Tasks projection now use the same current principal and Postbox access decision helpers. The 43-test backend suite, real-directory access tests, manifest checks, and WebUI interface-pattern tests pass.
