Add the /records workspace using shared platform controls: file-plan navigation, governed record list, metadata and lifecycle summary, structured contents, chronology, source authority, access/purpose explanation, temporal context, create/edit/file actions, responsive full-height layout, German reference translations, F1 help, and View surfaces.

Acceptance: the workspace works in a Records-only optional-module combination and clearly distinguishes empty, loading, restricted, historical and failed states.

Implemented and verified

The /records eAkte workspace now provides:

  • a full-height file-plan, record-list, and detail layout using shared platform components;
  • create, revise, browse, and exact-source filing workflows;
  • server-side pagination, filtering, item/chronology detail, temporal-state feedback, and access explanations;
  • German reference translations and route/field/action F1 contexts; and
  • explicit loading, empty, historical, restricted, conflict, and failure states.

Implemented in govoplan-records@f316523 and integrated into Core in govoplan-core@5d12877. The production WebUI build and all 52 module permutations pass.

Catalog administration and explicit volume-management UI remain visible follow-up work under #1; they are declared in the strict platform inventory rather than hidden from coverage.
