Provide a reviewer workspace for candidate comparison and dispositions. Record actor, authority, reason, evidence, scope, expiry/review time, supersession, and separation-of-duties checks. Minimize personal data in lists, logs, notifications, and exports.

Implemented and pushed in 11404ac. The module now provides a reviewer workspace and API with queue/detail comparison, append-only dispositions, actor authority, reason/evidence/scope/expiry/review/supersession fields, independent-review enforcement, and an explicit audited administrator override path. Reusable false-positive exceptions require an expiry and cause future candidates to return for exception review rather than silently clearing them. The WebUI uses shared controls and passed the full Core production build.
