Tracks the Risk Compliance adoption slice under GovOPlaN/govoplan#47.

Acceptance criteria:

  • match tenant-scoped screening subjects only through corroborated stable references;
  • expose bounded subject submissions and minimized actor attribution;
  • exclude third-party sanctions entries, matching internals, policy snapshots, hashes, and protected evidence;
  • retain immutable screening, disposition, exception, and assurance history with explicit reasons;
  • register privacy.dsar.risk_compliance and provide tests plus user/admin documentation.

Implemented and verified in commit 37d7120.\n\nEvidence:\n- focused module suite: 23 tests passed\n- Ruff checks passed for the changed provider, manifest, and tests\n- manifest registry: 68/68 manifests passed\n- full tools/checks/check-focused.sh workspace gate passed, including 59 WebUI permutations and Playwright conformance\n- pushed to main and remote SHA verified
