The required focused gate repeatedly fails at tests/test_institutional_governance_journey.py:223 with IndexError because PortalServiceDirectory returns no active entry. This predates the September security/performance fixes. Investigate the fixed validity window versus current clock and use a consistent injected time in the isolated journey; preserve real production validity semantics. Record the regression and rerun the focused gate. Do not remove the assertion, broaden publication/permission rules, or silently ignore this failure.

Fixed and released in Meta0.1.45 using the existing temporal context to make the institutional governance journey deterministic. Assertions and real publication/permission/validity-boundary behavior remain intact; seven journey tests and ambient-year checks passed. The complete unmodified focused gate now exits zero through its final Wiki check, including63 production builds and213 browser cases. No failing stage was skipped or weakened. The only existing skips are two explicitly gated Datasources PostgreSQL concurrency tests, unrelated to this fixture.
