Evidence: core exposes route/nav/UI-capability aggregation through webui/src/platform/moduleLogic.ts and webui/src/platform/modules.ts; docs/MODULE_ARCHITECTURE.md documents admin.sections and route/nav contributions; govoplan-access contributes the /admin route/nav item; govoplan-admin contributes admin sections through admin.sections.
