Closed by focused module matrix and contract coverage. Evidence:\n\n- scripts/check-module-matrix.sh runs backend module-system and access-contract tests, dependency boundary checks, core WebUI module-capability tests, and WebUI module-permutation builds.\n- .gitea/workflows/module-matrix.yml wires that runner into Gitea CI with release dependency refs.\n- tests/test_module_system.py covers core-only, files-only, mail-only, campaign-only, campaign+files, campaign+mail, docs+ops, full product, physical absence probes, route aggregation, runtime settings injection, module migration registration, optional integration flags, manifest version matching, and manifest contract shape.\n- tests/test_access_contracts.py covers stable capability names and DTO/protocol shapes.\n- Local verification on 2026-07-09 passed: 67 backend tests, dependency boundary check with 0 transitional exceptions, module capability tests, and all WebUI permutation builds.
