Closed as policy-owned provenance/display work already covered by add-ideas/govoplan-policy#1 add-ideas/govoplan-policy#1 and follow-up policy evaluation work in add-ideas/govoplan-policy#3 add-ideas/govoplan-policy#3.

The current platform already has backend source-path/effective-policy display foundations; remaining refinements should be filed in govoplan-policy rather than core.
