Durable context: Gitea wiki page Repo-docs-GOVOPLAN-MODULE-ROADMAP in govoplan-core.

Track and refine the public-sector module and integration roadmap.

Scope:

  • use the core wiki page Repo-docs-GOVOPLAN-MODULE-ROADMAP as durable context
  • route implementation work to owning module repositories when they exist
  • create missing module repositories only after boundaries are clear
  • decide integration/link/import/replace strategy per external system

Resolved by the roadmap decision pass.

  • Added docs/MODULE_BOUNDARY_DECISIONS.md as the durable decision register.
  • Updated docs/GOVOPLAN_MODULE_ROADMAP.md so older exploratory module ideas now route to owning repositories or explicit no-repo-yet decisions.
  • Synced the managed core wiki pages, including Repo-docs-GOVOPLAN-MODULE-ROADMAP and Repo-docs-MODULE-BOUNDARY-DECISIONS.

Future implementation work should be opened in the owning module repositories instead of staying as broad core roadmap tasks.
