Resolved by docs/MODULE_BOUNDARY_DECISIONS.md.

Decision: RSS/source consume-publish starts in govoplan-connectors through connector profiles, source lifecycle metadata, external references, and consume/publish capabilities. Do not create a separate sources module yet. A future datasources/dataflow split remains conditional on repeated executable contracts from the first source workflows.

Implementation remains tracked through govoplan-connectors#3, govoplan-connectors#4, and the later datasource/dataflow follow-ups if justified.
