Resolved by docs/MODULE_BOUNDARY_DECISIONS.md.

Decision: split the area into three modules: govoplan-calendar for calendar primitives, recurrence, availability/free-busy, resources, and calendar adapters; govoplan-scheduling for Terminfindung and meeting-time polls; govoplan-appointments for Terminbuchung/fixed-slot booking workflows. Mail/notifications deliver reminders through capabilities.

Implementation remains in govoplan-calendar#1/#2, govoplan-scheduling#1, and govoplan-appointments#1.
