[Task] Create and publish govoplan-scheduling repository #199

The local govoplan-scheduling scaffold has been created at /mnt/DATA/git/govoplan-scheduling with README and Gitea workflow templates.

Publishing is blocked because the current Gitea token lacks the write:organization scope required to create add-ideas/govoplan-scheduling via POST /orgs/add-ideas/repos.

Acceptance criteria:

  • Create add-ideas/govoplan-scheduling in Gitea, private unless the project policy says otherwise.
  • Push /mnt/DATA/git/govoplan-scheduling main to git@git.add-ideas.de:add-ideas/govoplan-scheduling.git.
  • Sync labels and create the first scheduling module issue in the new repository.
  • Re-run scripts/push-release-tag.sh --version 99.99.99 --skip-release-lock --dry-run and confirm govoplan-scheduling no longer hangs/fails remote validation.
