Make context, decision, consequence, contestability, responsibility, and traceability a binding product and UI doctrine across GovOPlaN.

Source concept/wiki doc: govoplan-core/docs/INTERFACE_ETHICS_AND_DESIGN_DOCTRINE.md.

Acceptance criteria:

  • The doctrine is linked from the master roadmap and UI/UX decision ledger.
  • High-impact UI surfaces use the decision/consequence checklist before being considered complete.
  • Follow-up module issues are linked when a screen still hides consequence, provenance, or blocker reasons.

Context recovered from previous GovOPlaN planning chats and consolidated into the roadmap/docs on 2026-07-09.
