Codex State: decision recorded 2026-07-09

Decision: tenancy is owned by govoplan-tenancy. govoplan-access does not own tenancy; it depends on tenancy for authenticated platform composition.

Current state: govoplan-tenancy exists and owns the live tenants table/model and tenant admin/settings routes. govoplan-access imports Tenant from tenancy and registers access-side provisioning needed for owner memberships/default roles.

Effects: #43 is complete on model ownership. Remaining tenant lifecycle/switching/deletion work belongs under #82, not as an access model move.
