Decision: the audit/policy sequencing question is resolved; audit has moved, and policy provenance is no longer blocked on this ordering decision.

Current state: govoplan-audit owns the audit_log model and audit route contribution. govoplan-policy owns retention/policy route contributions and returns source/provenance structures through the shared core policy contract.

Effects: close this sequencing decision. Any remaining service ownership cleanup is tracked by #62/#63, and tenant lifecycle work remains #82.
