Codex State: decision recorded 2026-07-09

Decision: compatibility routes/import paths can go; there is no need to preserve old core-owned compatibility route surfaces for existing clients.

Current state: core no longer exposes the old access/auth/admin service compatibility imports. Stable API URLs such as /api/v1/admin/... are now contributed by owning modules and should remain where they are product API, but old compatibility shims can be removed.

Effects: this unblocks stricter cleanup in #62/#63. Do not add new core route aliases for access/admin/tenancy/policy/audit.
