Created from the GovOPlaN module and integration planning list on 2026-07-06.

  • Proposed owner: govoplan-dms
  • Routing rationale: DMS should own document lifecycle and collaboration semantics; files remains lower-level storage.

Added README.md and docs/DMS_BOUNDARY.md. The document defines documents, versions, collaborative editing links, comments/reviews/approvals/locks/signatures, retention/legal hold, the boundary with files/storage providers, external office-suite integration, and module integrations with templates/forms/workflow/cases/mail/reporting/records. Synced to the repository wiki.
