Clarify how collaborative documents should work in GovOPlaN.

Questions:

  • which features belong in govoplan-files?
  • when is a separate govoplan-documents module needed?
  • how do locking, versions, review state, comments, and co-editing integrate with external document systems?

Closed by adding docs/DOCUMENT_COLLABORATION_BOUNDARY.md and linking it from README.md. The boundary keeps managed blobs, immutable versions, shares, connector imports, provenance, and campaign evidence in govoplan-files, while assigning co-editing sessions, comments, semantic document state, locks, DMS metadata, review workflow, and collaborative presence to future documents/workflow/DMS integration modules.
