Problem / User Need

Files need filter controls beyond text search. A high-priority use case is finding files that have not been linked to any campaign recipient or campaign attachment rule yet.

Acceptance Criteria

Files can be filtered by structured properties, not only full-text search.
A filter exists for files without campaign links/usage.
Filter semantics work across the full result set, not only the visible page.
The API exposes the needed filter parameters and returns consistent counts/pagination metadata.
The filter can support campaign workflows that need to detect unlinked watched-folder files.

This should coordinate with the campaign watched-folder/unattached-files issue.
