Created from the GovOPlaN module and integration planning list on 2026-07-06.

  • Routing rationale: Forms already exists as a module and should own form definitions, submissions, validation, and handoff.

Acceptance criteria:

  • Define form schema, validation, attachments, submission status, drafts, and accessibility requirements.

Resolved by module-local boundary docs.

Added README.md and docs/FORMS_BOUNDARY.md. The document defines form schema/validation/accessibility/import-export ownership, separates definitions from future govoplan-forms-runtime submissions/drafts/receipts/handoff, maps integration points to workflow/cases/documents/tasks/mail/reporting/portal/files, and lists candidate capabilities. Synced to the repository wiki.
