Build the first admin surface for the canonical identity module.

Acceptance criteria:

  • Admin API can list, create, update, deactivate, and inspect identities.
  • Admin API can manage account links, including primary-account constraints.
  • WebUI exposes identity/account-link management through the existing admin layout.
  • Writes are audited and tenant/system scope is explicit where applicable.
  • Focused backend and WebUI tests cover the primary lifecycle.
