Created from the GovOPlaN module and integration planning list on 2026-07-06.

  • Routing rationale: Templates already exist as a module; this issue defines its part of document/report generation.

Acceptance criteria:

  • Define reusable template types and render contexts for letters, emails, forms, reports, and workflow notices.
  • Separate template rendering from report data selection and DMS/file persistence.

Resolved by module-local boundary docs.

Added README.md and docs/TEMPLATE_BOUNDARY.md. The document defines reusable template types, render context/request/response shape, clear separation from reporting/DMS/files/mail/forms runtime/workflow, and candidate capabilities consumable by mail, files, campaign, reporting, forms, and workflow. Synced to the repository wiki.
