Context

AdreMa combines audience selection with labels, letters, exports, and digital routing. Campaign should reuse its review/evidence lifecycle for explicit hybrid-channel batches while Distribution Lists owns reusable audiences and Templates owns printable output.

Scope

  • Consume and freeze a Distribution List expansion containing channel-neutral candidates and applied Policy decisions.
  • Show included, unresolved, invalid, duplicate, suppressed, ambiguous, and policy-blocked counts with drill-down.
  • Choose an explicit route per recipient: digital provider, printable postal/internal-mail output, or a configured fallback.
  • Treat channel opt-in/preference as a decision input, never as implicit duplicate multi-channel delivery.
  • Select compatible label/envelope/letter templates and validate required fields.
  • Reuse Campaign build, review, approval, execution, reconciliation, and evidence semantics.
  • Produce managed/downloadable artifacts through Templates and Files.
  • Track actor, list revision, channel decision, template/input/output hashes, and per-recipient outcomes.

Acceptance Criteria

  • A reviewed frozen audience can produce deterministic printable output without a digital delivery provider.
  • Missing targets/templates/providers are explained before approval.
  • Routing and fallback are explicit, versioned, and auditable for each recipient.
  • A retry cannot silently duplicate an already accepted delivery/output action.
  • Reports preserve list, recipient, address, policy, channel, template, artifact, actor, and outcome provenance.
  • Campaign remains independently installable; unavailable integrations disable only their own paths.

Depends on GovOPlaN/govoplan-dist-lists#4/#7, GovOPlaN/govoplan-addresses#14, and GovOPlaN/govoplan-templates#4. Parent: GovOPlaN/govoplan-dist-lists#5.
