Third-party notices

Package Tools is GPL-3.0-or-later. Runtime dependencies are bundled locally and never loaded from a CDN. Their licence texts are copied into the production artifact at build time.

Development-only linting, testing, formatting and build tools are listed in package-lock.json; they are not part of the browser runtime bundle.
