Security Audit Toolchain

The shared GovOPlaN security audit toolbox moved to the meta repository.

Use:

cd /mnt/DATA/git/govoplan
tools/checks/security-audit/run.sh --mode ci --scope govoplan
tools/checks/security-audit/run.sh --mode full --scope govoplan
