# GovOPlaN Helpdesk

`govoplan-helpdesk` is the optional policy layer for internal service-desk
routing and service targets. It configures ordered service profiles for IT,
facilities, HR, finance, procurement, and access-request queues without owning
the underlying operational tickets.
The implemented slice provides tenant-scoped, revision-guarded service
profiles, immutable configuration history, an administrative API and WebUI,
and the optional `tickets.routing` capability. The routing provider returns a
queue and service target to Tickets. If Helpdesk is absent or no active profile
matches, Ticket intake still succeeds and authorized staff route it manually.

## Boundaries
This module does not own:
- canonical ticket identity, messages, assignment, lifecycle, or resolution
- public issue intake forms
- domain case adjudication
- asset inventory

## Development Install
From the core checkout:

## Gitea Workflow
Issue templates are installed under `.gitea/`, and the shared label taxonomy is copied to `docs/gitea-labels.json` with the module label `module/helpdesk`.
From the core checkout, labels can be synced once a local `GITEA_TOKEN` is available:
