GovOPlaN developer meta-package

govoplan is an optional convenience package for local development and composition tests. The default dependency set matches the reviewed runtime release roots; govoplan[full] adds every packageable module present in the workspace at generation time.

This package is not a production deployment artifact. Production installations consume the signed runtime distribution manifest and digest-pinned OCI images. The package does not enable modules, apply migrations, choose infrastructure, or replace installation and recovery evidence.
