Created from the GovOPlaN module and integration planning list on 2026-07-06.

  • Source item: adrema (address management, send letters, manage email lists)
  • Proposed owner: govoplan-addresses
  • Routing rationale: Address and recipient semantics belong in the address/recipient layer, with mail/files/templates as consumers.
  • Related wiki: core Repo-docs-GOVOPLAN-MODULE-ROADMAP after the wiki sync.

Acceptance criteria:

  • Model persons, organizations, postal addresses, email addresses, distribution lists, consent/status, and deduplication.
  • Define letter/mail merge flows with templates, files/DMS, mail, campaign, and reporting.
  • Define import/export paths for CSV, registers, and existing address-management systems.
